stoklar\u0131n\u0131n olas\u0131\u00a0<a href=\"https:\/\/tr.wikipedia.org\/wiki\/Deprem\">depremlere<\/a>\u00a0kar\u015f\u0131 toprak zeminin ve \u00fczerindeki yap\u0131n\u0131n risk de\u011ferlendirmesinin yap\u0131lmas\u0131, \u00a0riskli toprak zemin ve riskli yap\u0131lar\u0131n kullan\u0131m d\u0131\u015f\u0131na \u00e7\u0131kar\u0131larak yerine toprak zeminin yap\u0131s\u0131na uygun temelli yap\u0131lar\u0131n yap\u0131lmas\u0131 ve bu sayede olas\u0131 ya\u015fanabilecek can ve mal kayb\u0131n\u0131n en aza indirmek i\u00e7in yap\u0131lan\u00a0\u00a0\u00e7al\u0131\u015fmalard\u0131r.<\/p><p>Amac\u0131; ya\u015fan\u0131labilir standartlarda kentler olu\u015fturmakt\u0131r.<\/p><p>Bu \u015fekilde de ka\u00e7ak yap\u0131la\u015fman\u0131n \u00f6n\u00fcne ge\u00e7ilmesi, depreme dayan\u0131kl\u0131 olmayan, ekonomik \u00f6mr\u00fcn\u00fc doldurmu\u015f binalar\u0131n yeniden yap\u0131larak olas\u0131 do\u011fal afetler sonucu olu\u015facak zararlar\u0131n en aza indirilmesi ama\u00e7lanmaktad\u0131r. Kentsel d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecinde ortaya \u00e7\u0131kacak ihtiya\u00e7lar \u015funlar olabilir; yeni konut yap\u0131lmas\u0131, do\u011fal afet riski olan b\u00f6lgelerdeki veya yap\u0131s\u0131 itibariyle riskli olan binalar\u0131n yeniden in\u015fas\u0131, zay\u0131f yap\u0131l\u0131 binalar\u0131n (gecekondu) yap\u0131m\u0131n\u0131n engellenmesi, \u015fehrin modern ve medeni ihtiya\u00e7lar\u0131 kar\u015f\u0131layacak hale getirilmesi (kongre ve finans merkezleri, park ve e\u011flence alanlar\u0131 in\u015fas\u0131).<\/p><p>6306 Say\u0131l\u0131 Kanunun amac\u0131; can ve mal kayb\u0131n\u0131n meydana geldi\u011fi do\u011fal afetler ger\u00e7ekle\u015fmeden \u00f6nce gerekli tedbirlerin al\u0131nmas\u0131, zarar\u0131n olu\u015fmadan engellenmesi ve vatanda\u015flar\u0131n sa\u011fl\u0131kl\u0131 ve g\u00fcvenli b\u00f6lgelerde ve binalarda ya\u015famas\u0131n\u0131 sa\u011flamakt\u0131r. Daha \u00f6nce \u00e7\u0131kan kanunlar afetlerden olu\u015fan zararlar\u0131 gidermeye, yaralar\u0131 sarmaya y\u00f6nelikti. 6306 say\u0131l\u0131 Kanunda \u00f6ncelikle vatanda\u015flar\u0131n can g\u00fcvenli\u011fi hedeflenmi\u015ftir. Riskli yap\u0131s\u0131 y\u0131k\u0131lm\u0131\u015f olan hak sahiplerine kredi, konut ve i\u015fyeri tahsisi, konut sertifikas\u0131 gibi desteklerin verilmesi m\u00fcmk\u00fcnd\u00fcr. Kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fcn etkili bir \u015fekilde ger\u00e7ekle\u015ftirilmesi i\u00e7in de yerel y\u00f6netimler etkin bir bi\u00e7imde
